What is a Carer?
A carer is someone who, without payment, provides help and support to a partner, child, relative, friend or neighbour, who could not manage without their help.
This could be due to age, physical or mental illness, addiction or disability. Carers come from all walks of life, all cultures and can be of any age.
Carers have specific rights under the Care Act 2014 including:
- the right to a carer’s assessment based on the appearance of need.
- a right for their eligible needs to be met.
- A duty on local councils to provide information and advice to carers in relation to their caring role and their own needs.

CISS services are available to people aged 18 years or over who support a loved one, family member or friend who could not otherwise manage without help and who live within the Hull Local Authority city boundary or have a GP in Hull.
They offer a comprehensive Carer Assessment to look at your entitlements and identify community services available to you and person you care for.
